Michigan State Senator Mike Nofs sponsored this legislation in response to increased electrical service theft by home owners who's power had been shut off for nonpayment. Many home owners have been injured or even killed while reconnecting power themselves. The bills also increase penalties for assaulting a utility worker while shutting off power to homes with delinquent payment.
